In June this year, the United Kingdom and Japan cut their funding from 927 million dollars to 320 million dollars following suspected misuse of these funds by officials in the Office of the Prime Minister. Now, the minister of Relief, Disaster Preparedness and Refugees is set to fly to the United Nations to make a case for increased funding towards Uganda’s refugee program. 2 arrested for defiling 12 year old girl in Bulenga



She left home dutifully every morning dressed in her school uniform and returned every evening. But this 12-year-old girl never made it to school. She spent the days doing domestic work for pay at a residence in the neighbourhood. Police are now holding a woman and a man after the girl, whose identity is withheld for legal and ethical reasons, was allegedly raped. The girl's mother says she has been forced to pay for the medical examination needed to prove the rape. She adds that instead of criminal prosecution of the suspects, the police have also been trying to pressure her into settling the matter out of court. If it sometimes feels like law enforcement officials are struggling to prevent armed crime, it just could be because they are outmanned — and outgunned — by the civilians they are supposed to protect. A report presented to regional lawmakers in the East African Legislative Assembly in Arusha, Tanzania, shows civilians in the region have more guns than security agencies. The report says there are 39 million illegal firearms in Africa, including almost eight million illegal guns in East Africa, according to the Geneva Small Arms Survey. That is more than all the combined military and security agency personnel.
