@KagutaMuseveni shields Col. Tusiime over ivory theft by sacking Sseguya - #Uganda @UPDFSpokesman


On May 2nd, 2017 Museveni directed the ombudsman (IGG) to investigate the wildlife body (UWA) over alleged connivance with Chinese diplomats to sell ivory (smuggled from DRCongo) to China among other charges. He also briefly hinted on previous theft of 1,300 KGS of ivory from UWA strong rooms.
This development comes after two and a half years in 2014 when he directed the same IGG to investigate the same Sseguya over theft of 1,300kgs of ivory from UWA stores.  In November 2014 the then Minister of Tourism, Gen. Otafiire sent on forced leave the UWA Executive Director, Sseguya and five of his top officials to give room to investigations into the matter. When it emerged that the ivory theft had been masterminded by Museveni's top cadre, Col. Charles Tusiime whom MUSEVENI had planted into UWA as head of security, the investigations were halted and as a compromise, Sseguya was reinstated.

    It is reported that over one ton (1335kgs) of ivory has gone missing from the strong rooms of Uganda Wildlife Authority (UWA). In a press release, UWA has confirmed the development thus "Our intelligence unit staff while on routine check up, discovered some irregularities in the management of the stores where confiscated ivory is kept."

    In November 2014 the Minister of Tourism sent on leave Dr. Andrew Sseguya - the Executive Director(ED) of Uganda Wildlife Authority (UWA) to pave way for investigations into theft of over a ton of ivory from UWA's strong rooms. Also suspended were other five junior employees of UWA.

    During the recent public function to mark the UN Wildlife Day in Kampala, the EU Ambassador urged government to destroy 15 tonnes of impounded ivory worth 81 trillion Ug shillings in its custody. Five tonnes are in the custody of UWA, six tonnes are in the custody of Aviation Police and three tonnes are in the custody of the Custom authorities.
China's Ministry of Foreign Affairs is protesting and has described Museveni's reckless assertion as "totally unfounded".  Andrew Sseguya took over from Moses Mapesa after the latter was scared off with treason charges by Gen. Otafiire.  Consequently, like is the case with other government agencies, Museveni deployed soldiers under Col. Charles Tusiime who stole 1,300kgs of ivory from the UWA stores in 2014.
Because of the huge amount of donor funding that the conservation agency attracts, Museveni, as is the norm, has been eyeing the agency to hand it over to either his tested regime cadre, family member or a member of the "Inner Circle".
He is also obsessed with militarisation of the wildlife body.  Much as Sseguya may not be innocent per say, let’s first know the outcome of the 2014 probe into theft of 1,300kgs of ivory from UWA stores.
What about UNRA Executive Director, Allen Kagina who confessed to causing financial loss of billions of Tax payer's money?  What about the Police Chief, Gen. Kalekyezi who is presiding over a terrorist police force that is competing with the Iddi Amin regime over torturing and killing of Ugandans?  The list is endless.
