VIDEO: #Museveni's romantic letter to his security operatives - #Uganda #Torture #HumanRights

This letter, if it is not a piece of misinformation/fake news, coming from some president is unfortunate.

As if he is writing a love letter, he does not even once refer to the law. He does not find it necessary to remind the recipients of the law that he signed himself, that prohibits torture.

He gives no warning of consequences for those who breach the law.  He choses to disregard the law which is what informs the operatives who torture, maim and kill in the name of the state. He speaks in romantic common sense terms. He also lists some dead but does not recall that Ibrahim Hassan Kirya who signed a peace agreement with him, is also among the dead whose deaths he purports to avenge. As Alice Ruhindi pointed out elsewhere, this is "lip service".

As anyone close to security circles  can tell you, Uganda has invested heavily in the perfection of torture methods and  North Korea has  been of 'great help'.

This love letter demonstrates the level of commitment to implementing the Prevention of Torture Act.
