I am not writing to you like in my past letters to you which were always polite and begging you.

How many letters have I written to you since 2013 when I first took interest in you? I left Uganda when you took over. Awesome thing for I only have Olevel and PLE from Uganda.. I was one of 3 kids you sent abroad in 1987 and should have returned home but my name is not Byaruhanga.

1) Your government will provide all the names of all the civilians you killed in Jasese in November 2016.  You are lucky I am not asking for the ones from 2014.

2) Your government will provide all the bodies of the massacred to the community of Kasese so that our people can bury our dead.

3) Your government will provide all the names and bodies of the men in service who you sacrificed. All of them. The list your minister gave 2 days ago was incomplete.

Barring the above, remember my father died in your care and your regime ripped off his EAC pension so my passion for justice for Uganda is deep.

You will also remember who was running UPTL when you were in the bush and who was running the brewery in Luzira and used to supply you in Luweero.

Francis Mukhwana also died under your care and my uncle's family has not seen a penny of his pension.

That family in Mbuya that was arrested and father had to go to all to get them freed for Christmas Eve after which they all vanished has stories too.

#PARENTING - Kids are a gift. Next person if I do not miss having a son will be kicked in the face


I used to think that emotional intelligence was common sense until people started asking me why I have only daughters.

I born them natural and super fast with no expensive fertility treatments.

My girls can kick your boys.

In most cultures, women get divorced by the husband if they cannot give birth to a boy.

But such husbands are stupid. They slept through Biology for the man is the determiner of the gender of the kid.

Being born in such a culture means that you are always looking over your shoulder if you were lucky to be born a girl like me.

It is public knowledge that girls get aborted more than boys. Consequently, the girls who are born are very strong. Think of it as evolution.

What is even more interesting is the men who want sons chase women.  Did it ever occur to you that without your mother carrying you in her belly for 9mths you would not be her son?

Some men divorce women who do not bear sons.

The odds against girls are high. But we are gonna beat you at this game. We are in all sciences and teaching.  We are your engineers. We are your bosses at work. We own the company where you work. We are in your police and army. We are your best friends so disrespecting us means trouble. BIG trouble.

Or we might spit in your food when we serve you. Much worse can happen with your food though.

#Uganda shilling and global market report - November 30, 2016



The Uganda shilling closed at 3630 on the US dollar. This shilling is doing a great job for #BuyMadeInUganda.

Oil did something. It is not everyday that I have to eat humble pie and say I was wrong.  So OPEC did something which moved oil as you can see in the two charts above.  Oil is shaping up to go bull.

The only thing I am not understanding is why North American markets did not fly with this nice rise in oil?

From the weekly chart, I would short Oil in the neighbourhood of $55 a barrel. But this is also risky because on the weekly chart, oil is closing above its 50 day moving average (MA) and way above its 200 MA.  So it has solid support. I expect it to hesitate around $53 because that is resistance too.

OPEC confounded its doubters and sent crude oil prices soaring by agreeing to its first production cuts in eight years.
The deal, designed to drain record global oil inventories, overcame disagreements between the group’s three largest producers -- Saudi Arabia, Iran and Iraq -- and ended a flirtation with free markets that started in 2014. It was also broader than many had expected, extending beyond OPEC. Most strikingly, Russia agreed to unprecedented cuts to its own output.

The impact on the energy world was immediate: benchmark oil prices gained as much as 10 percent in New York and the share prices of energy companies around the globe jumped alongside the currencies of large exporters. Whether that’s sustained will depend on how strictly members of the Organization of Petroleum Exporting Countries stick to the agreement, something they haven’t always done in the past.
“This should be a wake-up call for skeptics who have argued the death of OPEC,” said Amrita Sen, chief oil analyst at Energy Aspects Ltd. “The group wants to push inventories down.”
OPEC will reduce output by about 1.2 million barrels a day by January, the group said, fulfilling a plan sketched out in Algiers in September to cut its production to 32.5 million barrels. The agreement exempted Nigeria and Libya, but gave Iraq its first quotas since the 1990s.
After weeks of often tense negotiations, the eventual alignment of OPEC’s biggest producers points to the increasing dominance of Iran among the group’s top ranks. It’s allowed to raise output to about 3.8 million barrels a day, a victory for a country that’s long sought special treatment as it recovers from sanctions. Saudi Arabia previously proposed that its regional rival limit output to 3.707 million barrels a day, delegates said.
The economics of the deal are “incredibly appealing,” Jeff Currie, global head of commodities research at Goldman Sachs Group Inc., said in an interview with Bloomberg Television. The main aim of the cuts is “inventory normalization,” he said.
Across the U.S. shale path, the OPEC cut trigger a huge equity rally. Whiting Petroleum Corp. rose as much as 32 percent -- its biggest one-day jump in 13 years -- while Continental Resources Inc., the company founded by Donald Trump’s adviser Harold Hamm, gained as much as 25 percent, the most since 2008.
Saudi Arabia, which raised oil production to a record this year, will reduce output by 486,000 barrels a day to 10.058 million a day, an OPEC document shows. Iraq, OPEC’s second-largest producer, agreed to cut by 210,000 barrels a day from October levels. The country had previously pushed for special consideration, citing the urgency of its offensive against Islamic State.
Bullish Deal
The United Arab Emirates and Kuwait will reduce output by 139,000 barrels a day and 131,000 a day, respectively, the document shows. Non-member Russia, also pumping at a post-Soviet record, will cut by as much as 300,000 barrels a day “conditional on its technical abilities,” Energy Minister Alexander Novak said in Moscow.
“What was announced so far is bullish, but January is still far away,” said Giovanni Staunovo, an analyst at UBS Group AG. “December will still see ongoing record production, but market participants might ignore it. It does seem as though Russia will cut, which if implemented is also positive.”
Russia, the biggest producer outside the bloc, had previously resisted calls to trim its production, insisting it would only consider a freeze. OPEC plans to hold talks with non-0PEC producers next week in Doha.
The strength of the deal will depend on whether all parties deliver on their commitment. Saudi Arabia and its Gulf allies, the U.A.E. and Kuwait, have traditionally stuck to their cuts, but some others haven’t, particularly when prices are low. Any doubt in the market could once again see prices come under pressure. 
The last two years have been painful for OPEC: The group will earn $341 billion from oil exports this year, according to the U.S. Energy Information Administration. That’s down from $753 billion in 2014 before prices crashed, and a record $920 billion in 2012.
The group will meet again on May 25 next year, at which point it intends to extend the cuts by another six months, Qatari Energy Minister Mohammed Al Sada told reporters in Vienna.
Indonesia requested a freeze of its OPEC membership. Its suspension won’t affect the size of the group’s production cut, one delegate said.

#Uganda current situation - do not go there


Uganda is one of the most beautiful countries in the world. It is on the equator with all year round Agriculture potential.

Ugandans are dying of hunger for lack of bicycles and jerry cans for drip irrigation.

Uganda has cut down trees and killed forests. Some of you know that I hail from Masaba (Jesus was Masaba or Mwambu till you stole him).

Bududa is on the slopes of Mt. Elgon (Masaba).  Some of you will remember the Bududa landslides which buried schools, health centres and many hundreds of my people.

That month of the calamity, I was requested by the Anglican Parish of Shediac to replace the sermon at St. Martin in the Woods (our local church).

Our parish uses all tithing monthly for community work. Our parish has investments and land for rent and lease so our collections are for community projects.

When I stood up on the podium, I begged the congregation not to send any money to my people. Many wondered why I said it. But ultimately, the $15,000 our Parish was going to my birth place Bududa remained in Moncton for our local community.

Fast forward. All the money which was donated for Bududa vanished. Some sh. 8 billion which the minister for Bududa relief could not account for. We are talking about $3+ million and he got promoted.

But before that, The Global Fund for HIV, Malaria and TB had lost €430 million. Uganda could not account for the money. Sadly, The Global Fund still gives billions to Uganda without demanding for accountability.

So when you see Ugandans distrusting your intentions, they have reasons.

This is not the first vampire blood letting.

Dictator #Museveni has been killing. And he kills with impunity because of all of you who think your money reaches the suffering Ugandan. It does not.

ICC was called useless by Museveni. Justifiably so as ICC is aware of all the atrocities.

Donors were called STUPID and parasites. Justifiably so. Stupid because you keep funding a dictator who kills, wages wars, gets refugees from the countries he invades and then you send him money.

PARASITES because you feed on the blood of our people.  Why so?  Because you will send in your arms yo kill us. You will go in after hell breaks loose and do Iraq or Libya reconstruction to keep your investors making money.  Worse...you will fund your NGOs or sijui Red Cross to rehabilitate us.

In your madness, the only one who cares is MSF.

The best way to help Uganda is to cut off all funding. Stop coming to Uganda for tourism unless you have no Zoos in your country.

We steal money. We eat expired tear gas for breakfast then ingest live bullets for lunch. Something about stray bullets. One might hit you.

Should you go, then make Kasese your destination.

Microfinance wants to buy Crane Bank


  • The market is now offering $100m, yet the bank is worth $350m

Just like the other commercial banks [Teffe Bank, Global Trust Bank, National Bank of Commerce, Nile Bank, Greenland Bank, etc] that have been taken over by the Central bank in the recent past, Crane Bank chances of recovery have become so slim.
This is after all the probable investors have disappeared in thin air, while the shareholders seem not interested in injecting in capital to revamp the bank. On the other hand, the bank’s liabilities have continued to grow, Analysts predict, the Bank might wind up early next year.
Sources say, Sudhir Ruparelia, seem to have  noticed this and has almost given up on the bank. Sources at Crane Bank  add that he has now given the Bank of Uganda ‘powers’ to search for a buyer.
This comes at a time when latest and expectant buyer-a Sri Lankan financial institution failed to meet the Bank of Uganda test. Sri Lanka is an island nation south of India in the Indian Ocean.
Sources say, the Sri Lankans investors and  Sudhir had reached an understanding after two weeks of talks at Speke Hotel in Munyonyo.
However, sources, close to deal told Newz Post that when the BoU did a background check on the investors, it was discovered that the financial institution was a micro finance and not a commercial bank.
A number of investors have expressed interest in Crane Bank in the recent past, including Diamond’s Atlas Mara Group, NedBank of South Africa, etc.  However, these investors disappeared into thin air after reading into the bank’s accounts.
Before the bank was taken over by BoU, the Atlas Mara Fund was willing to buy Crane bank at $250m. However, the deal failed to materialize after Crane Bank management reportedly refused to write down the Ugx. 60 billion [debts] off the bank’s balance sheet.
Sources both at BoU and Crane Bank told Newz Postthat while the Crane bank is estimated to be worth US$ 350m, the market is now offering $100M.
It is said that Crane bank’s liabilities have continued to grow that shareholders now need up to Ugx. 500 billion to get the bank back on the road.
Crane Bank incurred losses of Ush3.31 billion ($872,068) for the year ending December 31, 2015, its first reverse in a decade, after a profit of Ugx.50.64 billion in 2014. The loss arose from a huge stock of non-performing loans that forced the bank to increase provisions to Ugx.50.35 billion ($14.7 million) in 2015 from Ugx.11.22 billion, previous year.
Crane Bank’s bad loans alone accounted for a fifth of the sector’s bad assets. According to Bank of Uganda’s records, non performing loans in the banking industry ratio stood at 8.3 per cent in June this year compared with the 7.5 percent recorded in December 2015.
With little hope of shareholders raising capital to recapitalize the bank and potential investors disappearing into thin air, the BoU is left with one option-to sell off the bank.
According to analysts, this is expected early next year.
According to the Financial Institutions Act 2004, when BoU takes over a bank: “Where the financial institution does not comply with prudential standards within six months after its being placed under statutory management, the Central Bank shall close the financial institution and place it under receivership.”
The regulator is expected to sell Crane Bank assets to existing commercial banks. The shareholders will then be required to pay up liabilities. According to the law- Person director’s liabilities, director’s property can be attached to recover existing debts.
Enter Stanbic and Barclays bank
Highly placed sources revealed that  Stanbic bank and Barclay’s bank have developed an appetite for Crane Bank accounts. These include performing loans, fixed deposits and existing customer deposits.
In July, Bank of Uganda 2014 , took over Global Trust Bank before selling it off to dfcu Bank Ltd. All Global Trust Bank borrowers were required to serve their their loan obligations with dfcu Bank Ltd. The same is expected of Crane Bank if things fail to work out.

#Parenting: The most noble job in life


The other day, Tashaboo jumped off the yellow school bus and half ran up the driveway (a quarter of a kilometer).  We no longer let Theodore go to the bus. This dog used to run into the bus to greet Rheal and the other kids.

We have learned some things about Natasha. If she does not pet her dog and cat it means she had a bad day at school.

So on this particular day, she headed straight to the piano. We were afraid to ask about what had transpired at school.  So I watched.

Adelle...she tossed the book aside.

Phantom of the Opera got tossed aside.

Then she looks at Taylor Swift and I am thinking this is it. She tossed it aside.

Walt Disney also got thrown on the floor. I never pick her things up.

Theodore was sitting by the piano. This dog has grown up on music.

Finally it was Michael Buble.

The kid hits the keys with a fury and sings like you have any idea.

SAVE THE LAST DANCE FOR ME. I did not know how to break the news. Michael Buble's toddler was diagnosed with liver cancer. My kid does not know this. Prayers.

The mother of jailed Rwenzururu King, Charles Wesley Mumbere has stormed Kasese Division Police headquarters demanding for her son’s release.

The aging Christine Biira Mukirane on Wednesday stormed the police station demanding for her heads of cattle reportedly killed by police and Uganda People’s Defence Forces (UPDF) when they raided on Mumbere’s Buhikira Royal Palace in Kasese Town.

In the raid, the joint forces torched all the grass-thatched houses in the palace and killed at least 46 people, most of whom were royal guards.

Mumbere was on Tuesday remanded to Kirinya government prison by Jinja Chief Magistrates Court after being charged with murder following fresh Rwenzori region clashes that have left more than 100n people and scores arrested.

Amnesty International points to intentional extra-judicial executions ordered by Yoweri Museveni in Kasese.

Museveni will have to answer for the crimes against humanity and the genocide he has actualised in many parts of Uganda and the East and Central African regions.

This criminality of extreme proportions must not go unpunished.

But, most importantly, Ugandans and the world at large must act to stop on-going murders.

Which means that MUSEVENI MUST BE STOPPED - by every means possible.

Amnesty International on Monday accused Uganda of carrying out extrajudicial executions as authorities in the east African country said 65 people had died in clashes between a tribal militia and security forces in a restive western region.
The fighting between royal guards of a tribal king, Charles Wesley Mumbere, and a combined army and police force occurred on Saturday and Sunday in Kasese, the biggest town in Uganda’s Rwenzori region located near the border with the Democratic Republic of Congo.
A regional police spokesman, Mansur Suwed said on Monday at least 46 members of the king’s guards died in the fighting, which also left 16 police officers dead.
“In a shocking display of heavy-handedness, many people appear to have been summarily shot dead and their bodies dumped,” Amnesty International said in a statement on Monday.
The security crackdown had shown “shocking examples of unlawful killings and a complete disregard for human rights during the arrests… the government must ensure that police and soldiers observe restraint and desist from extrajudicial executions,” the rights group added.
Paddy Ankunda, spokesman for Uganda’s military, said he had no immediate comment on Amnesty’s allegations.
“We’re preparing a comprehensive government statement,” he said.
Ugandan police were not able to be reached to comment on the allegations.
Earlier on Monday, police said they had taken control of Mumbere’s palace after the fighting and seized a cache of machetes, spears and petrol bombs.
Security detained Mumbere on Sunday and accused his supporters of trying to create a new state in the area.
The Rwenzori area has been experiencing intermittent unrest since Uganda’s disputed February presidential election, which the electoral body said was won by long-ruling President Yoweri Museveni.
Uganda’s largest opposition party Forum for Democratic Change (FDC) got overwhelming support in the area.
There has been no statement from the king, a supporter of the opposition.
“The town is calm but we’re still patrolling and monitoring. We have burnt down all the camps they (the guards) had established and also we’ve taken over the royal palace,” Suwed told Reuters earlier on Monday.
Police, Suwed said, had also seized a rifle, a pistol, four walkie-talkies and knives from the fighters, and increased patrols in Kasese town.
Some opposition officials have said in the past the government was likely stoking the violence in the area to punish it for shunning the ruling party, a charge the government has denied.
An opposition legislator from the region, William Nzoghu denied the royal guards were armed and accused the government of using excessive force when storming the king’s palace.
“It was madness. The action of government was real madness,” he said.

Dear Ugandans and the world, I now speak for the Moslem Clerics, Pastors and Priests who are the religious leaders of our Peril of Africa Uganda.

I appologize for not speaking out when woken were undressed in public for wearing mini skirts. I did not speak out because they had great legs.

When they came for gay people, I did not speak out because I hate gays.

When they came for POMB, I did not speak out for I hold audiences in sanctuaries in church.

When they banned prayers, I did not speak up for my church is protected and so is my mosque.

When bodies litered South Sudan and DRC, I did not speak out for my kids are not in the army.

When famine hit Karamojo and Isingiro, I did not speak because I am in Bududa where landalides avoided my family.

When Kampala was laid under siege and Entebbe airport, I did not talk for I have no business in Kampala.

When Makerere University was shut down, I did not speak out because my kids fly abroad for education.

Then people died in hospitals for Makerere closure. Why would I have talked when I have a private jet to fly my family abroad for a kidney transplant in South Africa.

But finally they came for Kasese and massacred my relatives. Suddenly it dawned on me that no religious leader is talking for my people.

Have I failed Jesus and Mohammed or Allah? My God will judge me. You humans cannot judge me for I had a nice car, security and easy money.

My benefits have run out and I might be next on the hit list. May Mungu forgive me for not speaking out for others.

Now there is no one left to speak for me and media cannot even do it.

#MoneySense: Export insurance, get it. Global villages are far



You will be fed to the dogs if you go into exporting without insuring your exports.

Producers and farmers also need insurance. Denis Wabuyi (accountant) is working on an insurance paper for Uganda for farmers.

Generally buyers work on terms. Net 30,60,90,120.

Your export board or export association will usually sell you membership and export insurance.

Canada has EDC (export development Canada).

EDC costs $250 per year and then charges minimal on all your sales which you declare within Canada and global.

EDC runs a credit check on the buyer and country and after assessing the risk, they give you the maximum amount of sales and terms of payment.

I was a half owner of a seafood export company for 5yrs.

I always complained about the $250 per year fee. And the insurance on all exports. They refused to reduce the rates so I learned to work inaurance into all invoices. And in any case, most global buyers want to deal with someone registered with EDC and the Chamber of Commerce. Protection for both sides.

My rule is not to ship unless prepaid. However, most importers get the product, sell it and then pay you. Hence payment terms.

So this company in Italy orders lobster tails. EDC checked them out. Dun and Bradstreet checked out and confirmed eith EDC. All was okay. Payment terms were 120.

Three days after shipping, my assistant says "mom, dudes in Italy say they did not get. Gonna sleep". I look at the kid thinking it is not like her to walk away from a job. She had conveniently left the email on the screen. She had called both airlines and the freeze storage in Toronto to get all the boxes onto Allitalia.

Oh my gosh, I trace everything and it had all been cleared in Venice. So what was this nonsense?

A week later that company died and was not traceable. Our account manager at EDC was walking on water. We could not file a claim till after 120 days.

But we had all emails so we filed earlier. That company had been insured for 90% of the invoices.

Some $55,000 short, EDC sends us a cheque for $45,000. We needed all the working capital and this one company had tried to kill us.

The local airline also sent us $30,000 for some of their employees colluded and the airline realised that it was not the first time except this time they had clear information.

What happened to the farmers of Uganda when exports to EU were banned in 2014 for perishables? Ask Kyambadde as she sanctioned it and is today hitting on the Uganda National Chamber of Commerce!

#MoneySense: The future of work is telecommute, telework and home office









Telecommuting simply means using technology to get work done.

There are many reasons why Teleworking and Home Offices started in the Northern hemisphere.

Weather. Sometimes it is too dangerous for people to drive to work.
Traffick. In Toronto, I lived only 27kms from the office but the drive was 45mins in summer and up to 2hrs in winter. The kids were in a daycare behind our school and it closed promptly at 5:30pm. Picking up the girls was effortless in summer but hard in the winter. The daycare used to charge $10 for every 15mins of late per kid.
Real estate costs. I had a big corner office so that cost my employer money. When we were transferred to Moncton, I was in a cubicle at first then the computer lab shared by 2 others.
In 2006, the company approved working from home. Not only because I had small kids whose schools would close due to weather but also because I was doing IT work which only needs an internet connection.
Canada has a 52 weeks parental leave policy. But after you return to eork, the kid is barely a year. Most parents are distracted between worrying about the baby ans work. So allowing parents to work from home is good for the company and the families of employees.
Most work is now global. How can one work in a team with people in Brazil, Thailand and Hungary and yet be in office? We are talking about disparate timezones and the employee in Canada is likely going sleepless to keep up with Asia to meet deadlines?
Telecommuting only works with a strong work ethic and a strong education.

There is no need to hire top university graduates and then micro manage their work. A Teleworker knows their job. After they put the kid down for a nap, they will return to the computer and work. If in office and the daycare calls that the kid has fever and your boss is breathing down your neck, there is no comfort zone and the Law of Diminishing Returns will kick in.

I mention a strong education because when kids cannot go onto the school bus, they will check their school website for homework for their courses, do it and submit it online.

#MoneySense: Company benefits - use them



Most companies provide benefits beyond your salary. This is why asking for the salary is wrong in an interview.

From my experience working for Exxonmobil, Imperial Oil Ltd. (Esso) and Marriott, benefits are 30-50% of your stated salary.

I did work for the 2 universities I attended but academia is a different ball game.

As soon as you get hired, sign that document to have money deducted from your pay for:

Accident insurance or disability or both
Health insurance
Stock options
Savings group plan
Education.
Thank me later.

In case of an accident or debilitating illiness, the insurance will kick in to pay you a portion of your salary till you get back on your knees. Usually 55 -95% of your salary.

Health insurance pays your prescription medication up to 85% of the cost. It also pays for when you travel out of your jurisdiction. Your own province will only pay what it would cost to treat you at home. So it is not their problem that you fell sick in USA. Your health insurance takes care of all that.

When I crashed in Toronto, health insurance got an ambulance and moved me to MacMaster University hospital which had a bed for plasma exchange (1.5hrs drive). When I got better, company insurance airlifted me back home. Ground ambulance to Pearson International airport (Toronto), air ambulance to Saint John New Brunswick, ground ambulance to Saint John Regional Hospital. Total cost $50,000. Cost my family zero. Cost the company zero. Except the insurance premiums from the company and myself likely $1,200 per year.

Insurance works by pulling people together and the insurance company buys the risk. A company with 70,000+ employees paying $1,200 per employee works out to $84,000,000 per year.

The insurance company likely spends a maximum of $5,000,000 per year by taking on risk. After all, it is not every day that they pay $50,000 on one employee.

STOCK OPTIONS are usually to help you save and have a vested interest in the company you work with. Most companies will contribute one for one of what you buy in their stock. It is always capped. For example my cap is 7.5% of my salary. I just do 10% and the company adds 7.5%. This 7.5% is like a none negotiated pay increase. Always contribute to your company stock option account.

I go further. All dividends on my shares are auto invested in more shares. One day the girls will thank me for I do not sell any of my shares and they are the beneficiaries.

SAVINGS GROUP PLAN

Many companies encourage saving by employees for emergency or education of kids or retirement. Marriott did not have a stock option thing when I last worked for them but had the group saving plan.

Such plans also tend to be matched by the company. I think Marriott used to put 5% if you put in 5%. If you put in 1%, they put in 1%. Not sure what their cap is now.

EDUCATION

Many employers employees to continue learning. They will pay for training while on the job. They will subsidize your own education. They will pay tuition for your kids' college and university.

But get this. You have an engineering degree and feel you need an MBA. The employer will let you take 2yrs off work and guarantee your job when you finish your MBA.

We also have EMBA (executive mba) which is weekend courses or online or both. Your company might pay for it even. But the real deal is your company paying for the education of your kids is like hallelujah!

VACATION stops mattering when you are a telecommuter or you get 10+ weeks paid leave.

#MoneySense: What is a chamber of commerce?



A chamber of commerce is a collection of businesses small and big.

It pulls together registered legal businesses and connects them to eaxh other and the world.

There is an annual fee which is usually minimal. Most chambers of commerce have a directory listing their members.

National or city chambers of commerce operate efficiently and do not usually have government interference.

Chambers have some rules that one must adhere to when one joins.

The most famous document that chambers of commerce use is the NCDA. None Compete None Disclosure.

Signing this document means that if you cheat on a deal you will be sued in your local jurisdiction.

Registering with your Chamber of Commerce increases your sales and connections to grow your sales.

In this Google age, your potential client in Busan will likely Google the Chamber of Commerce for your company to ensure that a Ugandan from Rukungiri will ship the milk and honey to Busan South Korea.

Chambers of Commerce also tend to offer group insurance for life, medical and exports. I wrote about Insurance last week and will follow up with Export Insurance.

Only a country dead set on self destruction would try to control a Chamber of Commerce for then it becomes dealing with the government and not directly with the companies which supply the products and services.

Sunday 27th November is a day to remember in my entire life. It was the day which must be cursed on our calendars. I was shocked when I first learnt of the attack.

I had gone to church to serve my lord at Najjanankumbi SDA Church because my long time friend was happily carrying out vows in church. It was that rainy morning that my sources first broke the news in my motherland. I had lost Seven of my relatives in the Saturday clashes.

I quickly sent the bad news to my Sister Martha Leah Nangalama. She quickly got out of sleep because we lie in different time zones. Hardly had she seen my message when she got out of her sleep to serve the nation by informing the world.

I thank her and my Friend Wabuyi Denis for the condolences they sent to me. I thought I was dreaming when the real sources broke to us that the Palace was put ablaze. The corrupt media then ran a story " Omusinga did not take heed of Museveni's call to surrender"

No wonder I lost trust in Uganda Media. Our whatsapp news groups are far better because they are reliable. My tears couldn't stop rolling down my face when I saw a picture of my mothers being stripped naked.

Then another media sympathizer Sudhir Byaruhanga tweeted "It is not true UPDF that it stripped the people naked, it was their dressing code". Byaruhanga I respected you, you owe me an apology.

The numbers of the dead said in the media varies. Jeje gave his own number, Kawesi his and our true sources had the ideal number. Many thanks to Joy Doreen Biira who showed her professionalism by capturing the unfolding events. Am sure you'll release the true footage when you are safe.

#MARKETS - #Uganda shilling and global market report


The Uganda shilling is making me proud. It closed at 3628 on the .US dollar, 4532 on the British pound, 3864 on the Euro. Things must be bad at home because this time of the year, the UGX tends to recover and hurt us who send money to our families. The pattern from this year tells me the Uganda shilling is shaping up for more trouble. Resistance is now 3600 and support is at 3700 with minor at 3650.

The UGX is a great short candidate and has been so for a while now. All bounces are shorts. The geopolitical affairs only point to worse. As if that is not enough, the country is going through grieve human rights things with a massacre which their media is not even allowed to cover but who the bloody hell invented phones with connections to social media?

This might actually be a good time to invest in #IT in #Uganda or #BigData.  For a fact, the masses have phones which collect data and this data needs #Geeks, #Nerds or plain #DBA / #DBM. Call it Data Warehousing, Corporate Information Factory but in essence, it is "GETTING INTELLIGENCE OUT OF ALL THE DATA YOU COLLECT".  Canned reports, reports on the fly, customized reports, etc. etc... nebilala nebilala.

If you work with data and have never met +Informatica France then you are on your own. +Informatica LLC lives and breathes intelligence in data. I am a living testament.

Gold is at $1190 after losing $1 per ounce, This means that money is finding its way into gold. The markets were a bit red though but not too bad. Likely profit takers took down gold but minimal because gold tends to move in multiples. Even the market charts are consolidation.  There is something I learned when I was an active trader. Always book in 50% of the profits and let the rest ride.  With stops, you can get out with money or break even.

Well, well, oil is kinda going down.  Have I been mentioning this for months or what? Short every bounce on oil.  OPEC no longer controls supply on oil. Brent Crude Oil shaded $1.62 and closed at $46.43 per barrel. It is under the 50 day moving average (MA) but bounced off the 200 day MA. There is potential to go long on oil right now. I am long and will not be downloading or going short or changing anything.  Actually it is looking like this is the time to go in for short term profit as long as you keep a watch.

For far too long, Oil has been controlled by OPEC. I now hardly remember the oil companies because between Canada and USA, every barrel OPEC cuts back, we will supply.  After all, we have too many dormant rigs which only need a switch to flow the sweet crude.

GLOBAL MARKETS:

Asia took a holiday.  They are a bit funny because I thought Chinese New Year is in February and March but they kind of did not show up today.

Europe is acting like the bad cousin. Very bad cousin.  Their key indices DAX, CAC and FTSE are not breaking through resistance which they have been testing for like forever.

North America was also not a walk in the parc. The indices were red all day and then finally crawled out of their naps and ended up edging up a bit.

One time in life after some of you have perished, it will be said that in November 2016, dead bodies stripped to ashame the national army and tarnish its name. So that it can be said that the national army stripped civilians and killed them.

It will be whispered in the bars that over there is a son of the Major, General, Colonel, Lieutenant or private who arrested a king 50 years after one king had jumped over a fence to escape from a country that was handed to him.

I will just crash my cigarette butt and say, "You don't know what you're talking about".

"In 2016 we just heard news that people were dying in Kasese. The media was chased away because that was a private affair between the national army and millions of Bakonzo."

"The lions were supposed to inform our reporters on what happened to them when they were fighting in the forest. So the lions told us of how the monkeys were destroying the forest. That the monkeys were eating fellow animals and destroying trees, cutting the forest  down and preparing to setit on fire.

So when the lions came to save the forest and fellow animals from being destroyed by the monkeys, we asked ourselves so many questions but we never got answers.

My feeble mind kept wondering why monkeys wanted to destroy their own habituary and how come the herbivorous monkeys were eating flesh"

Minister Jeje Odongo explains #Kasese massacre, names slain cops, Responds to Nangalama and #Ugandans



As you may be aware by now, His Highness Charles Wesley Mumbere, the Omusinga of Rwenzururu was arrested from his palace on 27th November 2016 by the police in a joint security operation. This was as a result of the attacks conducted by cultural guards “Kirumira Mutima” who are said to be his creation and under his command.  On the 26th of November 2016, these cultural guards of Obusinga Bwa Rwenzururu attacked the joint security patrol team in Kasese town with a petrol bomb, stabbed and injured a soldier. This was immediately followed by simultaneous attacks in Ihandiro sub county, at Kagando hospital in Kisunga sub county, Bwesumbu, Kyabarungira, Mubuku in Maliba sub county and Ibanda in Bugoyi sub county. In all 16 policemen lost their lives and 6 guns were taken by the attackers. This is the reason I came to brief you.

BACKGROUND

The Rwenzururu agitations started way back before Uganda got independence in 1962. First, were the struggles between the Bakonzo and the Batooro around 1900s when the colonial agreements failed to recognize the Bakonzo as an independent ethnic group and instead placed them under the Toro Kingdom. This was under the wider district of Toro which was formed in 1910.These struggles are well documented. The agitation for autonomy by the Bakonzo continued to become a concern for the colonial government and this history is well stipulated in Sessional Paper No1 of 1963.

In 1974 two districts of Rwenzori and Semuliki were created. In 1979 Semliki was renamed Bundibugyo and Rwenzori became Kasese district. The two districts were created for purposes of enabling devolution of power and resources between the local communities of the region; a response to the long standing agitation and demands.

In 1982 the Obote government reached a political deal with the Rwenzururu Movement in which the current king, Iremangoma Mumbure agreed to lay down arms in return for development funds for social welfare, education as well as material incentives plus government scholarships.

However, the disgruntled faction led by Richard Kinyamusithu, the movement’s former Chief of Staff formed the Rwenzururu Freedom Movement which culminated into National Liberation of Uganda (NALU) of Amon Bazira.

When the NRM allowed for the restoration of Cultural and Traditional Institutions in 1992, the matter was later constitutionalized in the 1995 Uganda constitution.

Building on the political movement of the Rwenzururu, the Bakonzo continued to agitate for the recognition of the Rwenzururu Kingdom which in 2009 was granted by government.

The on-going situation in the Rwenzori region is therefore an off shoot of a long history and not the creation of the NRM government.

LIKELY CAUSES OF THE CONFLICTS

The conflicts in the Rwenzori region may be attributed to some of the following general causes.

Political Causes.  The talk of cessation and creation of the Bakonzo state of Yiira has been in the public domain for quite some time now. Government has been clear that this dream is an impossibility in the present times. This factor will be investigated to ascertain whether it is one of the drivers behind the behavior of violent actions of OBR.

Tensions between OBR and Obudingiya Bwa Bwamba (OBB). The creation of Obusinga Bwa Rwenzururu (OBR) and later Obudingiya Bwa Bwamba (OBB) cultural institutions was hinged on achieving political and social harmony. However, this created jurisdictional and control tensions between the two cultural institutions. Government continues to investigate this factor with a view of resolving the enduring tensions.

Land factor. Claims and counter claims over land rights between the Bakonzo and other communities is alleged to be one other cause of the conflict. Indeed, the Kajura Commission of Inquiry report strongly recommended government intervention on the matter.  This factor will further be investigated in order to provide lasting solutions to the land problem.

Economic factors. Many of the local communities, especially those in the hard to reach mountainous areas are prone to exploitation, and misguidance by influential and powerful individuals to further their selfish and divisive political interests. Most of the youths participating in attacks are being assured of false promises of economic emancipation by these individual.

It should be noted that the current security situation has no connection to claims of political persecution by some area leaders. The government lost elections in several areas in the country and there has been no such occurrences in those areas. In any case the attacks in Rwenzori region occurred in 2012 and 2014 yet there were no elections in those years. The occurrences are a matter of security and criminality to which some individuals have to take responsibility.

THE PERIOD BETWEEN 2014 – 2016

In July 2014, there were attacks occasioned by cultural guards of Obusinga Bwa Rwenzururu (OBR) across the Rwenzori region against security installations as follows;

• In Kasese, the cultural guards attacked the police at the Weigh Bridge along Kasese Mbarara highway, two police officers were killed and their  guns taken.

• In Bigando sub-county, 11 people including a UPDF soldier, his wife and a child were killed.

• In Kibuku Ntoroko district, they ambushed a UPDF patrol truck and cut a soldier on the headed. They also they attacked the main police station in Ntoroko and took 3 guns.

• In Bundibugyo they attacked a Uganda Wildlife Authority post and took 2 guns. They went ahead and attacked the Central Police station, killed four police officers including the OC station and made away with 6 rifles

• At Kanyamwirima UPDF Barracks they killed 4 soldiers and injured one. Here they also took one a Rocket Propelled Grenade (RPG).

While in 2014 the attacks were conducted by “Isyomango Syo Businga”, (Youth of the Kingdom), in the recent wave of violence the attackers have graduated into a militia which is trained, uniformed, armed, camped, and under a command and control structure. This new structure is composed of “Kilhumira Mutima” (the strong hearted and keepers of a secret) who have occasioned the most recent attacks.

It should be recalled that in 2014 a total of 68 attackers lost their lives in the violence. Additionally, 23 civilians died and 10 members of the security forces. Those who were arrested and prosecuted totaled to 179. Of these 155 suspects were leniently pardoned by government. Over 500 others who had fled after the attacks benefitted from the government amnesty---returned and were rehabilitated and re-integrated into the community. Note that among them were two ministers of Obusinga Bwa Rwenzururu

In the year 2016 alone, many civilian killings were noted to have been conducted by the same criminal groups.

• Fifteen people died in Bundibugyo after the Feb 2016 election, 139 houses were also set ablaze in a period of 04 days.

• As the Bundibugyo clashes subsided, a similar situation developed in Kasese district following the Local Council III Election in Hima Town Council. On the night of 10th March 2016, in Hima Town Council, a group of 30 people armed with machetes, knives and clubs injured 04 UPDF soldiers.

• On 11th March 2016, the attackers critically injured 02 police officers and grabbed a gun from one of them.

• On the evening of 15th March 2016,  the GISO of Kyabarungira sub county and his brother were  attacked and stabbed in Kasese town, by suspected OBR Youths leaving them seriously injured.

• On the morning of 23rd March 2016, clashes in Ntotoro sub county of Bundibugyo left 20 people killed, sparking a fresh wave of IDPs,  approximately 5000 who sought refuge in Bubukwanga Camp.

• On 23 Mar 16, a gang of criminals associated to OBR cultural guards, armed with pangas, attacked Kidodo Police post in Kasese Municipality, leaving 01 police man killed and 01 gun taken.

• These were many including an incident where they critically injured a Commissioner of Police in Buhuhira sub county in Kasese.

INTERVENTIONS AND ENGAGEMENTS

Following the various incidents and attacks, several political initiatives and security engagements were undertaken and were still on going. These included;

• The Rt Hon Kajura Commission of Inquiry report of 2005 set up by Government brought to light useful insights to the situation in the Rwenzori region. Among the recommendations was the need for government to recognize the kingdom of Rwenzururu as a cultural institution. This wish was granted by an endorsement of cabinet on 17th Mar 2008. Subsequently, His Highness was coronated in 2009.

• Meetings by Senior Security officials with His Highness the Omusinga and OBR Officials.

• Meetings by the Defence and Internal Affairs Committee of Parliament with  the Omusinga and OBR officials

• In several high level meetings with the Omusinga, it was agreed that the cultural guards should be disbanded and the UPDF and police should provide security to the Omusinga in the palace and other areas, like is the case with other cultural leaders.

CURRENT SITUATION

On the 21st of Nov 2016, a regional security meeting was convened at Kabarole District Local Government Headquarter which was attended by RDCs, District Chairpersons and security leader from the seven district of Rwenzori. The meeting resolved that all camps which had been established by Kilhumira Mutima in Kamabale village of Nyabiswa subcounty in Kabarole, Ihandiro subcounty in Kasese, Kakibuta and Kakimiara both in Hima Division of Kasese be dismantled by security forces.

On learning about these impending operations, the cultural guards started attacking police stations and police posts. These attacks were carried out in a similar manner across the district where 16 policemen were killed and 6 guns stolen. (names of the deceased are attached).

They also ambushed and burnt a police patrol vehicle which had gone to Kiburara to reinforce the unit there. In all these incidents, the attackers used assault rifles, petrol bombs, grenades, machetes, spears and daggers. In response to these attacks unfortunately, 46 cultural guards have lost their lives while 149 have been arrested. Most of the attackers “Kilhumira Mutima” retreated into the palace with their weapons.

This led to the negotiations with His Highness by both security and political leaders for the attackers to surrender and handover the weapons. In this operation, an assortment of weapons were recovered from the palace, including, 07 (seven) Sub-Machine Guns (SMGs), pistols, ammunition, machetes, spears Improvised Explosive Devices (IEDs), and 16 petrol bombs.

It should be noted that the security forces ensured the safety of His Highness, the Omusinga. The King was arrested and is in safe custody at Nalufenya police station.  It is expected that His Highness will cooperate with the Police and help in explaining his role in these criminal attacks.

The joint security forces are continuing with investigations in this matter. Appropriate legal action will be taken on all those who have been apprehended. We want to thank the people of Kasese for continuing to cooperate with the investigators.

CONCLUSION

We condemn in the strongest terms possible all those who promote the ideology of extremism and violence. The UPDF and the Uganda police have a constitutional mandate to protect all Ugandans, their life and property. Anybody who takes armed action to destabilize the security of Uganda will be dealt with in accordance with the law of the land.

The joint security forces have taken control of the situation and people in the region have gone back to their business in peace. The joint security forces continue to monitor the situation and we would like to thank the people of the region for their support to the joint security forces. We appeal to the public to remain calm, vigilant and to continue to cooperate with the security forces in ensuring sustainable peace for the region.

As you may be aware by now, His Highness Charles Wesley Mumbere, the Omusinga of Rwenzururu was arrested from his palace on 27th November 2016 by the police in a joint security operation. This was as a result of the attacks conducted by cultural guards “Kirumira Mutima” who are said to be his creation and under his command.  On the 26th of November 2016, these cultural guards of Obusinga Bwa Rwenzururu attacked the joint security patrol team in Kasese town with a petrol bomb, stabbed and injured a soldier. This was immediately followed by simultaneous attacks in Ihandiro sub county, at Kagando hospital in Kisunga sub county, Bwesumbu, Kyabarungira, Mubuku in Maliba sub county and Ibanda in Bugoyi sub county. In all 16 policemen lost their lives and 6 guns were taken by the attackers. This is the reason I came to brief you.

BACKGROUND

The Rwenzururu agitations started way back before Uganda got independence in 1962. First, were the struggles between the Bakonzo and the Batooro around 1900s when the colonial agreements failed to recognize the Bakonzo as an independent ethnic group and instead placed them under the Toro Kingdom. This was under the wider district of Toro which was formed in 1910.These struggles are well documented. The agitation for autonomy by the Bakonzo continued to become a concern for the colonial government and this history is well stipulated in Sessional Paper No1 of 1963.

In 1974 two districts of Rwenzori and Semuliki were created. In 1979 Semliki was renamed Bundibugyo and Rwenzori became Kasese district. The two districts were created for purposes of enabling devolution of power and resources between the local communities of the region; a response to the long standing agitation and demands.

In 1982 the Obote government reached a political deal with the Rwenzururu Movement in which the current king, Iremangoma Mumbure agreed to lay down arms in return for development funds for social welfare, education as well as material incentives plus government scholarships.

However, the disgruntled faction led by Richard Kinyamusithu, the movement’s former Chief of Staff formed the Rwenzururu Freedom Movement which culminated into National Liberation of Uganda (NALU) of Amon Bazira.

When the NRM allowed for the restoration of Cultural and Traditional Institutions in 1992, the matter was later constitutionalized in the 1995 Uganda constitution.

Building on the political movement of the Rwenzururu, the Bakonzo continued to agitate for the recognition of the Rwenzururu Kingdom which in 2009 was granted by government.

The on-going situation in the Rwenzori region is therefore an off shoot of a long history and not the creation of the NRM government.

LIKELY CAUSES OF THE CONFLICTS

The conflicts in the Rwenzori region may be attributed to some of the following general causes.

Political Causes.  The talk of cessation and creation of the Bakonzo state of Yiira has been in the public domain for quite some time now. Government has been clear that this dream is an impossibility in the present times. This factor will be investigated to ascertain whether it is one of the drivers behind the behavior of violent actions of OBR.

Tensions between OBR and Obudingiya Bwa Bwamba (OBB). The creation of Obusinga Bwa Rwenzururu (OBR) and later Obudingiya Bwa Bwamba (OBB) cultural institutions was hinged on achieving political and social harmony. However, this created jurisdictional and control tensions between the two cultural institutions. Government continues to investigate this factor with a view of resolving the enduring tensions.

Land factor. Claims and counter claims over land rights between the Bakonzo and other communities is alleged to be one other cause of the conflict. Indeed, the Kajura Commission of Inquiry report strongly recommended government intervention on the matter.  This factor will further be investigated in order to provide lasting solutions to the land problem.

Economic factors. Many of the local communities, especially those in the hard to reach mountainous areas are prone to exploitation, and misguidance by influential and powerful individuals to further their selfish and divisive political interests. Most of the youths participating in attacks are being assured of false promises of economic emancipation by these individual.

It should be noted that the current security situation has no connection to claims of political persecution by some area leaders. The government lost elections in several areas in the country and there has been no such occurrences in those areas. In any case the attacks in Rwenzori region occurred in 2012 and 2014 yet there were no elections in those years. The occurrences are a matter of security and criminality to which some individuals have to take responsibility.

THE PERIOD BETWEEN 2014 – 2016

In July 2014, there were attacks occasioned by cultural guards of Obusinga Bwa Rwenzururu (OBR) across the Rwenzori region against security installations as follows;

• In Kasese, the cultural guards attacked the police at the Weigh Bridge along Kasese Mbarara highway, two police officers were killed and their  guns taken.

• In Bigando sub-county, 11 people including a UPDF soldier, his wife and a child were killed.

• In Kibuku Ntoroko district, they ambushed a UPDF patrol truck and cut a soldier on the headed. They also they attacked the main police station in Ntoroko and took 3 guns.

• In Bundibugyo they attacked a Uganda Wildlife Authority post and took 2 guns. They went ahead and attacked the Central Police station, killed four police officers including the OC station and made away with 6 rifles

• At Kanyamwirima UPDF Barracks they killed 4 soldiers and injured one. Here they also took one a Rocket Propelled Grenade (RPG).

While in 2014 the attacks were conducted by “Isyomango Syo Businga”, (Youth of the Kingdom), in the recent wave of violence the attackers have graduated into a militia which is trained, uniformed, armed, camped, and under a command and control structure. This new structure is composed of “Kilhumira Mutima” (the strong hearted and keepers of a secret) who have occasioned the most recent attacks.

It should be recalled that in 2014 a total of 68 attackers lost their lives in the violence. Additionally, 23 civilians died and 10 members of the security forces. Those who were arrested and prosecuted totaled to 179. Of these 155 suspects were leniently pardoned by government. Over 500 others who had fled after the attacks benefitted from the government amnesty---returned and were rehabilitated and re-integrated into the community. Note that among them were two ministers of Obusinga Bwa Rwenzururu

In the year 2016 alone, many civilian killings were noted to have been conducted by the same criminal groups.

• Fifteen people died in Bundibugyo after the Feb 2016 election, 139 houses were also set ablaze in a period of 04 days.

• As the Bundibugyo clashes subsided, a similar situation developed in Kasese district following the Local Council III Election in Hima Town Council. On the night of 10th March 2016, in Hima Town Council, a group of 30 people armed with machetes, knives and clubs injured 04 UPDF soldiers.

• On 11th March 2016, the attackers critically injured 02 police officers and grabbed a gun from one of them.

• On the evening of 15th March 2016,  the GISO of Kyabarungira sub county and his brother were  attacked and stabbed in Kasese town, by suspected OBR Youths leaving them seriously injured.

• On the morning of 23rd March 2016, clashes in Ntotoro sub county of Bundibugyo left 20 people killed, sparking a fresh wave of IDPs,  approximately 5000 who sought refuge in Bubukwanga Camp.

• On 23 Mar 16, a gang of criminals associated to OBR cultural guards, armed with pangas, attacked Kidodo Police post in Kasese Municipality, leaving 01 police man killed and 01 gun taken.

• These were many including an incident where they critically injured a Commissioner of Police in Buhuhira sub county in Kasese.

INTERVENTIONS AND ENGAGEMENTS

Following the various incidents and attacks, several political initiatives and security engagements were undertaken and were still on going. These included;

• The Rt Hon Kajura Commission of Inquiry report of 2005 set up by Government brought to light useful insights to the situation in the Rwenzori region. Among the recommendations was the need for government to recognize the kingdom of Rwenzururu as a cultural institution. This wish was granted by an endorsement of cabinet on 17th Mar 2008. Subsequently, His Highness was coronated in 2009.

• Meetings by Senior Security officials with His Highness the Omusinga and OBR Officials.

• Meetings by the Defence and Internal Affairs Committee of Parliament with  the Omusinga and OBR officials
